John Zimmerman has fifteen years of experience in the assessment
profession. As manager of the ValueWest he currently manages the
reappraisal services in six counties. His experience as the manager
of the Colorado Property Assessment Study afforded him the
opportunity to visit dozens of counties and learn the work flows and
work habits in many different work environments. He brings the best
of this experiences in the form of knowledge to ValueWest and our
customers. He has managed ten statewide ratio studies and related
special projects. He has been involved in ratio study and assessment
analysis in Florida, Saskatchewan Canada, Arizona and Colorado. He
has contributed to chapters in the IAAO textbook – Property
Appraisal and Assessment Administration. In addition to ratio study
and ad valorem valuation work John has conducted many analyses on
real estate and personal property related data including state wide
housing cost projections and analysis of housing costs by school
district. Mr. Zimmerman has also conducted appraisal assignments of
industrial business personal property on many properties in
Mississippi and Wyoming.
In addition to his extensive experience in property valuation and
assessment John has also had several pertinent experiences in
government. During his education, he was selected to serve as an
intern for Representative Dan Williams in the Colorado General
Assembly. The experiences in this position were invaluable in
teaching him about government protocol and process. Mr. Zimmerman
also served as an assistant to the Director of the Office of
Regulatory Reform in the Colorado Department of Regulatory Agencies.
This position furthered his appreciation of the workings of state
government and provided him with opportunities to serve in the Small
Business Information Center that was staffed jointly by the
Governor’s staff and the representatives of other State of Colorado
agencies.
The work in the assessment evaluation arena has allowed John to
develop skills in the areas of statistical analysis and data
conversion. He has developed a proficiency in several areas of
information systems technology. He has overseen, designed, purchased
and implemented a Local Area Network (LAN) and has been involved in
rebuilding several other such systems. John has worked hard at
maintaining a technological edge by staying in step with current
technology. Recently he managed and designed a large part of a new
state wide property inventory system that considerably enhanced the
efficiency of data analysis.
John has also successfully completed valuation work in the private
sector. In 2002 he was asked to assist in the valuation of Normandy
Mining of Australia when it was acquired by Newmont Gold. This
transaction formed the largest gold mining firm in the world. John
was instrumental in the process of allocating value to the various
entities involved in the transaction.
Frank has many years of experience in construction management on
Colorado's Western Slope. More recently he was an independent
fee appraiser in the Denver area. His work ethic and integrity
led him to pursue other appraisal related work.
